Joint Command Support System

The Joint Command Support System (JCSS) is one of ADI's most successful projects. Running over seven years the project is in its seventh phase of development and is testament to how Evolutionary Acquisition (EA) enhances the acquisition process for systems that need to accommodate changing technology.

JCSS is operational on HMAS MANOORA

ADI was awarded the initial contract in 1994 for the development of a command support system network for the Headquarters Australian Defence Force (ADF) and the Headquarters Northern Command. The success of initial phases resulted in the adoption of EA to increase flexibility. EA allowed ADI and the JCSS project office to develop and implement new functionality in a progressive manner for rapid user exposure and feedback.

ADI continues to be involved as a major contractor in the development and implementation of JCSS. Subsequent phases in which ADI has been involved include:

  • Functionality enhancements to the core system
  • Expansion of installed systems to other locations
  • Integration with external systems of the ADF including the Department of Foreign Affairs
  • Introduction of Internet related technologies for database browsing and viewing
  • Acceptance of Llama/Cheetah, ADI's new generation replacement system, as the ADF's JCSS. Cheetah is one of Australia's largest Java developments

The JCSS is the standard command support system used at all strategic and operational level commands within the ADF and at the tactical level within the Air Command Support System, a modification and customisation of the JCSS. JCSS is also installed and operational on HMAS MANOORA and HMAS KANIMBLA.

The JCSS is designed to:

  • Enhance situation awareness
  • Handle large amounts of information flow from various sources and bandwidth
  • Operate using open military message standards
  • Automatically update databases, geographic displays, analysis and dissemination
  • Allow users to share a common view of the information via a continuous stream from various sources
  • Enhance planning and staff training through simulation and Lotus Notes work flow and secure email software

The JCSS is currently installed on more than 200 servers, serving over 3000 workstations in over 40 locations across Australia.
